Heres my one of my favourites,
the ribbon is just for decoration, to add to the classy tone.
It is a term of endearment more than anything, but obviously it does hint at that double meaning. I have deducted that its an English expression, with people up here sticking more to things like ye Bam or Nutter. More on this theme under the Banter section..
